Due to the huge number of men who volunteered to enlist in all States, the Australian Government issued orders to raise a new infantry brigade on the 3rd September 1914. It was named the 4th Brigade under the command of Colonel John Monash. Battalions from each State would make up the 4th Brigade.
In Western Australia men had enlisted to be reinforcements for the 11th Battalion but were transferred to form part of the new 16th Battalion.
